Winter Fuel Payment Changes 2025–26: What Pensioners Need to Know

The UK Government has announced updates to the Winter Fuel Payment for the 2025–26 winter season. Here’s a summary of the changes based on the official GOV.UK Winter Fuel Payment guidance.

Who Is Eligible?

You will likely qualify for the Winter Fuel Payment if:

  • You were born on or before 22 September 1959
  • You lived in the UK during the qualifying week: 15–21 September 2025

Most people do not need to apply—payments are made automatically if you’re eligible and receiving a state pension or other qualifying benefits.

Payment Amounts for 2025–26

The amount you receive depends on your age and circumstances:

  • £200 if the oldest person in the household is under 80
  • £300 if the oldest person is 80 or over

If you live with someone else who qualifies and you are both under 80, the payment is typically split (e.g. £100 each).

Income Threshold and Recovery

A new feature this year is income means testing:

  • Full payment applies if your taxable income is under £35,000
  • If your income is above £35,000, the Winter Fuel Payment will be recovered via HMRC
  • Alternatively, you can choose to opt out to avoid later recovery

What’s Changed From Last Year?

In 2024–25, the payment was only available to those on Pension Credit and related benefits.

For 2025–26, eligibility has been expanded to include more pensioners—especially those with moderate incomes below £35,000.
